This is a four car garage, with some tricky half baked rules. Your first car must have between 100-199 HP and cost (all must be new cars!) between $1- 29,999.
2nd car: 200-299 HP and cost between $30,000- $39,999
3rd car: 300- 399 HP and cost between $40,000- $59,999
4th car: 400- 600 HP and cost between $60,000- $80,000
Finally- Note: A single car can only fulfill one of these requirements. I warned you it was arbitrary!
One must be able to carry at least four people (not just have four seats, the back must be usable.)
Another will be track/autoX only, even if the car is street legal (don’t worry about transporting it to the track.)
One must get 30mph combined
The last one has no restrictions.
To show you this is doable even without knowing every car for sale. Here’s my picks.

3: Certified Pre-owned Cayman S. Okay, it’s not NEW, and it’s 5hp short of 300, and it’s only 36mpg highway not combined, but that’s close enough.

1.) Mazda MX5 Club. No Brembo/BBS because that’ll put me over the limit and I don’t want them anyways. 30 mpg combined
2.) Subaru WRX Limited. It’s a WRX so I can’t negotiate anyway and options will push me to $31k. 4-seater.
3.) Chevy Silverado 1500 Crew Cab. 355hp V8. $48k sticker. Yikes.
4.) Corvette Grand Sport. $66,000 sticker and it’ll rip your face off. Track day bro?

This was too much work and I starred the pictures of Doug. Plus there are lots of 300+ hp cars that are under $40k and your rules rule them out.
So that said...
Hyundai Elantra GT because I don’t give a fuck if it has 201 hp and gets 29 mpg combined, I’m counting it anyway, close enough goddammit
Mini Cooper JCW, Mazda CX-9, Buick Regal GS, Subaru WRX Limited, I can’t decide on this one and it irritates me

Since you made it hard, I had to get clever and take everything literally.
1. Mazda MX-5, this one prob couldn’t be specced out quite like picture but you get the idea. This is the Track Car.
2. Subaru BRZ, added enough options in the online builder to get into the right price bracket. Also you did not specify that the back seats had to be usable by adult people, from looking at some photos, I believe that 2 adults and 2 children can easily fit. However in keeping with the spirit of the rules, I will say that the rear seats are very functional for pygmies :P Thus this fulfills my Four Seater requirements.
3. BMW M240i X-Drive, this one is carefully optioned to meet the requirements for the 300 hp car. It also somehow manages to fit into the 30 mpg requirement at 31 mpg’s.
4. Ford Raptor, with some option added on I was able to get the raptor into the price bracket.
